Many thanks for volunteering to participate.
Thank you also for raising these important clarifying questions. Clarity 
on the outcome is essential to efficiency.

As I attempted to say yesterday on the call, outcome of Areas I, II and 
III should endeavour to caracterize mechanisms in relation to the agreed 
upon definition of accountability : mechanisms for independent checks 
and balances as well as for review and redress.
In addition, it would be great to identify which stakeholders do or 
would benefit for the various mechanisms.

Such an assessment would enable to aggregate a global view of 
accountability across its various dimensions as well as the range of 
stakeholders.

Does that make sense to the group ?

The intent here is to identify contingency scenarios that we could use 
to "stress test" our scenarios. Excellent examples are provided by the
