Am I the only one that has some difficulties in understanding the gap 
between :-

(a) the original intent of the CCWG (to provide the necessary 
accountability mechanism that would give all parties the necessary 
confidence to permit ICANN to have the United States Government devolve 
its historical authority); and

(b) the content of the Draft Proposal (which is to obtain transition at 
any cost whatsoever, because ICANN simply does not trust a potential 
future Government of the United States of a different political hue).
