But using the phrase "to faciltate THE openness," 
-- as though I were to say "my job is to 
facilitate the openness ..."  - doesn't make 
sense without answering "the openness of what?"

I think we're all in agreement that it's the 
openness, stabiity, etc. of the DNS.  So we 
should say that directly, adding the words "of the DNS" at the end.
