[CCWG-ACCT] FW: FY16 Appropriations Act Extends IANA Transition Freeze without DOTCOM Act

What I find interesting is that this law prevents NTIA spending out of 
this appropriation on the transition.

So whence come the funds for the expenditure it IS making on the 
transition work? Some other budget?
