Is a presumption of acceptance not implicit in a rule that says you need
2/3 to object?

I think this will change the relationship of the GAC to the Board,
creating an expectation of acceptance.

In any case, you offered it as a way of trying to win the GAC's support
for the Recommendation on ST18 as a whole. Has it achieved that?
Does the GAC now support this, as a package?
