[CCWG-ACCT] New section - ICANN Community Assembly

Hello,

Just curious, why do we need a separate group of people to form ICA? why
can't the current leadership of various SO/AC represent ICA?

I am a little concerned by these small silos and titles we may be creating
unintentionally. It is not also clear whether this ICA formation and its
activities would be triggered as a result of need to exercise 1 or more of
the community powers.

That said, since ICANN is going member route post-transition, I think an
assembly should indeed be open to all that are available, this mean it's
something that should normally hold during one of the 3 ICANN public
meetings just like it's the case with public forums.
