[CCWG-ACCT] Revised draft - Voting weights in community mechanism

Hi,

This looks good. Just for clarity, it may be good to indicate the
connection between the ICA and community votes. i.e will the votes be
exercised by the ICA representatives? This may also determine the number of
ICA representatives per SO/AC
