+1.  The UN Declaration is the recognized bedrock, really.  However, the 
convenants are where things get specific.  Requires further work, which 
fortunately is already started in the Human Rights community working party.
As for ICANN taking tangible action...may I humbly suggest that dropping 
the public meeting of the Board and the NCSG would go a long way to 
compliance with Article 5...
