Dear Mathieu, dear all,

I looked at the updated memo comparing the different community empowerment models on the flight back from Buenos Aires and just wondered whether I missed (or simply misunderstood) something during our third BA working session comparing the empowered SO/AC membership resp. designator model. I had taken away from that working session the impression that the designator model might give us (in principle) all necessary community powers. But checking back with the chart in annex A of the attached legal memo I’m not quite so sure. In the very bottom of the chart the memo looks at the power to bind the board to implement IANA Function Review Recommendations (CWG dependency) and states that in a designator model only a reconsideration right would be viable but with limits on how often this could be done and not being ultimately binding. An approval and reconsideration right would only be viable in a membership model. Wouldn’t this CWG dependency influence our choice of model? Or this there another way to “solve” this dependency that I have simply missed?
