[CCWG-ACCT] [Notify] CCWG ACCT Stress Tests Working Group Meeting

According to the poll only 3 accepted 11:00 UTC Steve did not, whereas all 4 accepted 12:00 UTC.  I find myself listed too, which quite confuses me, but I will in the future try to set it to UTC.

So, please move it to 12:00 UTC.
