Hi Rahul,

I don't think ICANN is defining internet principles but yes they do
participate in such efforts. IETF is the known body that formerly defines
such global principles(better called standards) for the internet.
To your second question, the outcome of NETMundial was largely supported by
the ICANN community but note that those principles are not binding for any
organisation they are mainly recommendations.
