[CCWG-ACCT] GAO meeting request

It's become fairly clear to me that this will be a relatively informal
discussion and that our chairs will be speaking in their individual
capacities.  The GAO has been speaking to many people involved and engaged
in the IANA transition in one way or the other.  This is just another
discussion along those lines.
