I didn't end up replying to the last of these, because I think Seth
and I have a deep disagreement about how the publication of the IETF
protocol parameters are actually used on the Internet.  It became
clear to me during the exchange that we're unlikely to resolve that
disagreement, so it didn't seem worth continuing to try to persuade
each other.
