One principle that Greg and I brought up regards Advisory Committee formal
advice:
1. Advice should be clear as to whether the advice is supporting or opposing
a proposed policy or action.
2. Advice should include a rationale for the decision
This could go in the Bylaws Article XI, section 1, applying to all Advisory
Committees.

Dear Greg,
I noticed your comment, and your concern and compared versions.
It seems to me that the Principles section of the 2nd draft is appropriately
captured in Recommendation #5 in the summary, as well as in annex 5. Some is
also captured in the Human rights section of course.
Could you elaborate about the specific elements of the 2nd report that you
are missing ?

In reviewing the Third Draft, the "Principles" section of the Second Draft
seems to have disappeared entirely. This section contained a number of
important parts of our proposal, and is an integral part of the overall
proposal.
I anticipate a response that these recommendations have somehow been
parceled out and absorbed into other sections of the Third Draft, but even a
spot-check show that this is clearly not the case.
It appears that our quest for readability has resulted in significant and
difficult to find changes to the substance of our proposals. This
undermines the proposal as a whole and makes the job of reviewing this draft
much harder.
I am deeply concerned.
