Oh absolutely ... Schatz could not have signed if Nelson (and/or the Minority Leader Reid) were violently opposed.  They may be positive, neutral or even perhaps slightly negative, but his signature suggests a good bipartisan agreement (as in the House, where DOTCOM has passed with wide bipartisan support)
