[CCWG-ACCT] Scorecard for Dublin

Dear All,
I consider that we made considerable progress on our way out from the
serious difficulties that we have had few days ago.
There are few areas we need to work on .
Consideration of supplementary actions along the line of those in Plan B
needs to be further considered and taken into account to  address those
areas that the  Two Page Comparisons Sidley Memo has indicated and pave the
way for future improvement toward full empowerment of the community
