[CCWG-ACCT] Suggestion to enshrine BUMP in the Articles

I want to actually put forward the serious suggestion of adding a reference to the bottom up multistakeholder process (BUMP) into the Articles. Avis spoke about this at the CCWG meeting today.

I note Holly said in the chat:

Avri, you could do it as an Articles provision that is part of the defined purpose for which ICANN is organised.
