[CCWG-ACCT] Clarifying the Observer Role in the Subgroups

I find the GNSO council audiocast valuable and listen to most meetings
on  it.

Would have done the same as an observer here (though i have now asked to
be a participant in all groups given the rules).  I too like to hear the
meeting in real time and like to communicate with people via another
channel sometimes while the meeting is going on.
