[CCWG-ACCT] Clarifying the Observer Role in the Subgroups

Bernie,

Thanks for the clarifications on these points. What I take from this is
that the intention is that Observers should observe, and not more.

I also see that some participants would like to either expand the Observer
role, others would like to enable or allow real-time observation of calls
(but not more) and still others would like to have some middle status.

If the CCWG decides to take any of these steps, that's fine. Until then, it
seems that we should stick to the basic model -- that Observers observe.
