[CCWG-ACCT] [community-finance] IANA Stewardship Transition - Project Expenses - FY16 Q3 update

I have not followed the process closely, and will like a clarification
about the role of the CCWG elist - this one, the plenary list - vis a
vis various sub group discussions. I understand that the final decision
making capacity lies with the full group (if only the designated full
members), and sub groups only help to focus discussions and produce
drafts. If so, sub groups and their coordinators should be happy to
receive as much input/ direction from plenary list discussions as
possible. This is how I see it work for most groups with similar tasks.
But then those who have shaped and engaged closely with this particular
process will know better... A clarification will be useful...
