The clarification given by Bruce in both areas seem legitimate, in
particular, that any Voting would 7should only be limited to Team  Memebrs
AND not TO pARTICIPANTS OR oBSERVERS. tHIS WHAT ccwg ALSO DOES IN CASE OF
VOTING.
