[CCWG-ACCT] draft language for certification to lawyers on HR question

Infringing on Article 5 goes right along with one of the standard 
ICANN methodologies - no good deed shall go unpunished (or so it 
seems at times).

For those who have not done their homework, Article 5 is "No one 
shall be subjected to torture or to cruel, inhuman or degrading 
treatment or punishment."
