Dear CCWG-Accountability,

Following its comment on 22 December 2015, the Root Server System Advisory
Committee provides its proposal (below) to replace placeholder text with
regard to the mission of ICANN as requested in the CCWG-Accountability
third draft proposal.

The Root Server System Advisory Committee, composed of the root server
operators, root zone management partners, and others closely involved in
the operations of the DNS root, has reviewed the Cross-Community Working
Group (CCWG) Third Draft Proposal on Enhancing ICANN Accountability (Work
Stream 1) and observed the ICANN community process that has led to it.

The RSSAC notes that the CCWG-Accountability has added placeholder text
with regard to the mission of ICANN (see page 8, Annex 5) awaiting RSSAC
input. The RSSAC proposes the following bylaw change for the community’s
consideration:

Existing Bylaw:

“The mission of The Internet Corporation for Assigned Names and Numbers
("ICANN") is ... In particular, ICANN:

… 2. Coordinates the operation and evolution of the DNS root name server
system.”

Proposed Change:

“The mission of The Internet Corporation for Assigned Names and Numbers
("ICANN") is ... In particular, ICANN:

… 2. Facilitates coordination of the operation and evolution of the DNS
root name server system."

The RSSAC believes this proposed bylaw change reflects ICANN’s current role
with respect to root server operators and the DNS root name server system.
