[CCWG-ACCT] Expression of Interest for Work Stream 2 Topics

Dear Mike Chartier,

That would narrow the scope of topic to that of the removal of a Board
Director, which is but one aspect of Board Accountability. The other topic
areas are "SO/AC Accountability" and "Staff Accountability" so this topic
could be "Board Accountability" and could indeed take the path of examining
Board Empowerment and then designing sufficient safeguards against possible
excesses in exercising Board powers.

Work Stream 2 could look into certain design aspects. It needs to be of an
expanded scope so as to look into any imbalances across the design of the
organization, not necessarily following a certain form of discussion that
is confined to a given pattern - such as a pattern that dwelves excessively
on the legal aspects of any proposed improvement. In this topic area, WS2
could even examine if the size of the Board could be increased or decreased
by one or more members for greater accountability, could examine the
proportion of voting and non-voting seats, the distribution of Board
positions between ASO/ccNSO/gNS0/At-Large and the positions left for NomCom
to fill in,  even look into the rationale of the non-voting seats being
non-voting instead of voting. With IANA transition necessitating some form
of internal oversight of IANA by ICANN,  the need for technical judgement
in Board decisions increase, so the status of some of the non-voting Board
seats could be reexamined. Any constraints that the Board or Board Members
may have in carrying out their roles and responsibilities with total
independence needs to be examined. The exercise needs to be one that of
elevating the Board to a plane where the Board actions would have a greater
propensity to be just.
