SO: He makes my point yet he says I am wrong;  the one that maintains the
root has the "technical control" and can do wonders (if it wants to!).
Beyond that is administrative which is the procedures that I mention and
that is where NTIA exist!

I take my VC's instruction to do xyz technically but that does not remove
the fact that I have the capability to do abc as well but ofcourse it's
with consequences.
