[CCWG-ACCT] Synchronizing WS2 accountability projects with upcoming Accountability & Transparency Review (ATRT3)

What if ATRT3 is constituted now, and so constituted as to be an oversight
of the WS2 deliberations? ATRT3 could carry out its review discussions in
the usual format, but this time could have an additional special task of
overseeing WS2 while on stream.
