[CCWG-ACCT] WS2 and Ombuds, Compaints,... Offices

Dear Sebastian thank you.

As a comment to the document:

The independence of the ombudsman's office is not only necessary. It is imperative. 

Its decisions must be binding, and should be limited and related to dealing with cases inherent in the defense of rights of participation and action of citizens or users. 

The document seems appropriate to structure at least the following areas: 

1. Scope and functions 
2. Their administrative and financial autonomy 
3. Mechanisms and procedures and 
4. Resolutions and their implementation. 

It is also essential to provide timely care and in the language of those affected.
