Whilst I 100% agree with the previous contributors regarding the utility
of the proposal (and hope this puts the tin lid on that discussion), and
I also understand the reason that Leon put this out to the wider group,
possibly to forestall any accusations of junketing, I am mildly
uncomfortable with what seems to me to be a 'voting' mentaily on this.
To my simplistic mind, ICANN is a business. (Specifically, a non-profit
business).
Where a particular expenditure advances the corporation's interests, it
SHOULD be undertaken. Where it does not, not.
In this case, I would have simply preferred Leon to obtain the agreement
of the fund-holder or gate-keeper (the other co-chairs?) and use the
facility to promote the work-to-be-done, without provoking this great
chorus of metoos.
The reason I say this, is that in the future, this procedure if it
becomes de rigeur, might discourage participation whereby some people
may be inhibited from asking for necessary facilities if it has to be
'approved' by every Member and Participant, or at least commented upon
in the name of faux-transparency.
Seriously, ICANN is a billion dollar business.
Let's worry about doing the work, eh?
Oh, yes, in case it wasn't clear.
