Thanks for sharing this Ed,

This is very similar to the pre-litigation process that many legal
jurisdictions around the world employ to reduce costly time consuming
litigation.

Many of the issues raised in the paper have been addressed around the world
and there are possible solutions to each of the points. The issues of
confidentiality at the CEP , discovery , good faith , statutory time limits
etc are not new issues and I will be happy to share (chime in) my views on
these matters given the opportunity. Thanks again.
