[CCWG-ACCT] Submission of Report from Staff Accountability for first reading in Johannesburg.

Hi,

The Staff Accountability Sub Group has reached consensus on submitting
the enclosed Report for a first reading at ICANN59.  There are no
minority reports at this time.

Included with the report is a Supplement *which includes a record of the
work done by the WS2 Sub Group on Staff Accountability.  This supplement
can be used to further understand what went into the definition of
issues and recommendations. No consensus determination was made
regarding the supplement*.****
