The way I understood the Implementation Oversight Team (with the timely
abbreviation IOT) is that they function as a resource, not a workforce.

If ICANN org will lead the implementation plan, how does this jive with
the the implementations the community needs to make?

Have we already got signals from ICANN ORG that they are actually
working on an implementation plan?

Should the suggested bylaw changes, or at least the bylaw that would
need change, be part of the WS2 report you think?
