<p dir="ltr">I don't think ICANN is defining internet principles but yes they do participate in such efforts. IETF is the known body that formerly defines such global principles(better called standards) for the internet.<br>
To your second question, the outcome of NETMundial was largely supported by the ICANN community but note that those principles are not binding for any organisation they are mainly recommendations.</p>
