<div dir="ltr"><br><div class="gmail_extra">I too think this is a very important question and would like to understand what policies are in the bylaws.</div><div class="gmail_extra"><br></div><div class="gmail_extra">It seems to me that policies are NOT bylaws material. Quite the opposite. Policies are the living body of work that ICANN is about. However that veto on the "extremely narrow band of global policies
for ccTLDs" would only be possible if the policy also implied a
Bylaw change. Did that ever happen or is that even conceivable ? IDN
ccTLD Fast track or Framework of Interpretation did not I believe. <br>
