Anyone who has ever done<br class="">litigation knows that being the supplicant makes you subservient - and that<br class="">is the position the Board's proposal would put the community in. The<br class="">difference is not quite as stark as the one between realpolitik and<br class="">diplomacy, but it is both substantial and transformative.
