I think I have read the proposal very carefully, hence my summary.<br>
<br>
If I were into ICANNnese (languagewise) I would "share my<br>
understanding" as this proposal imposes so many and high burdens to<br>
be met that the mechanism it proposes would never trigger.<br>
<br>
That said, I am, as ever, impressed by the skills displayed by the<br>
proposer :-)-O<br>
