ultimate enactment of the DOTCOM Act. However, as a practical matter, I think that inclusion in this Appropriations bill may have been the last chance for DOTCOM. Majority Leader McConnell has strained relations with Sen. Cruz, so I don’t see him handing him
an opportunity to grandstand on the Senate floor in the middle of Presidential primary season.<o:p></o:p></span></p>
