The words were used multiple times by Larry Strickling and the NTIA were
that we must ensure "The neutral and judgment free administration of
the technical DNS and IANA functions"<br><br>
I can't say I know the the word means either, but that is the phrase
used...<br><br>

I don't especially care about it, but I'm trying rather hard to come
up with something that would be the non-technical DNS and I'm failing.
Since words that don't do work in a bylaw are just an invitation to
mischief, I'd suggest that "the DNS" is enough here.
