[Alac-sc-outreach] ICANN announces 56 individuals from 41 countries for ICANN's Fellowship program at the ICANN58

Thanks Dev and Glenn, I recall raising the need to automate this and to
have staff lead in it(said it at two separate ICANN meetings). It's
disappointing that it seem it's not yet taken into recognition.
