[Alac-sc-outreach] Version 4 of the Stakeholder Analysis Tool - now shows At-Large, ccNSO, GAC and Fellowship tool

Indeed, separate regional dashboards could be done to reference the
SAT (Stakeholder Analysis Tool) so any changes to the SAT would update
the regional dashboards.
