[Alac-sc-outreach] Developing Draft RALO Outreach Strategic Plans for FY18

This is a great initiative proposed by Vanda and the LAC region for DNS
WOMEN in developing economies.  I totally support any means that can assist
getting the LAC trial operational and later, transferring any lessons
learned from the programme to engage more women in other under-served
regions with an educational opportunity that will not only encourage more
learning about the DNS but also provide the potential for their
self-employment using this knowledge in the future.
