[Alac-sc-outreach] v8 of the ICANN Stakeholder Tool available

In preparation for the presentation of the ICANN Stakeholder Tool at
ICANN63, I redid the tool from scratch and updated the UI of the country
page so that all of the stakeholder information is presented into two
columns
