  * Non-Contracted Parties House
      o Non Commercial Stakeholders Group
          + Not for Profit Operational Concerns
          + Non Commercial Users Constituency
      o Commercial Stakeholders Group
          + Business Constituency
          + Internet Service Providers Constituency
          + Intellectual Property Constituency
