Regarding agenda point 1, if the GAC EPDP focal group agrees, we can look for common positions on GAC and ALAC inputs to the draft final report EPDP and work with the support of this focal group on a joint statement before Kobe meeting.

Further to my email yesterday, the agenda of the joint GAC-ALAC meeting at ICANN64 was discussed last night  at the meeting of the ALAC leadership team. Following points were made:



  1.  (EPDP) Alan will lead. Ideally, the aim would be to arrive to a joint statement on those EPDP issues where the GAC and the ALAC agree.  It could be prepared by a small team earlier in the week (or even, to start with,  by e-mail before Kobe)
  2.  (SubPro vs CCT Review)  Jonathan Zuck (Chair of the CCT Review team) has been asked to lead.
  3.  (Cooperation on Capacity Building.)  There was interest in exploring this and  other areas for intersessional work.
  4.  (Joint GAC-ALAC statement at ICANN60) A short item just to note that the Board has accepted the clarifications to the joint statement.
  5.  (President Macron's IGF speech). Interest in keeping this item on the agenda was expressed. The analysis by Jean-Jacques Subrenat can be distributed in writing.

In view of the many agenda items, some of them possibly leading to a longer exchanges, I'd suggest that we keep open the possibility of using the entire 60 minutes.

Another complication is that Jean-Jacques Subrenat, who had been planned as ALAC lead on this point, is not going to be in Kobe. He e-mailed his points to some of us 19 February, but I don't know how an exchange of views would work under such conditions. We can certainly cut that item if it becomes too difficult.

On the GAC Leadership call that Yrjö attended before the holidays, the Kobe agenda for the ALAC/GAC joint session was raised.

One of the Kobe agenda items, President Macron’s speech at the IGF in Paris, was discussed. I recall Ghislain de Salins (GAC Vice-Chair) talking about making a more detailed analysis of certain aspects of his speech in ICANN’s context.
Two aspects were raised on the call such as regulation, the multistakeholder system, and how this could relate to ICANN’s remit.

I just thought I would bring this matter to your attention since GAC Support is working on GAC sessions material for Kobe.
