[At-review] Interaction with Icann, venue of the next meetings

Dear all,

 

I agree with the agenda proposed by Janis with the change suggested by
Olivier.

 

I would like to throw in some additional ideas to be discussed in MdR.

 

The first concerns our fact finding vis-à-vis ICANN and was prompted by the
regrets expressed by many members of the RT about Rod Beckstrom's absence.
We certainly need to interact with the staff and it is unfortunate that the
CEO cannot be there.   But, from the point of view of the responsibility for
its decisions and actions, ICANN is not its staff, ICANN is its Board.
They take the decisions, they are responsible for any perceived lack of
transparency and accountability.   At some time during the process, the RT
should have a discussion with the Board.   When could this be arranged?   I
wonder if this could not take place in September.   If the Board were to
meet in September we could imagine holding our meeting again in MdR and
having a session with the whole Board.   Comments?

 

The second concerns the September meeting and complicates the picture.   In
September there is an IGF in Vilnius (14th to the 16th).   There would be a
case for holding our meeting there and adding, perhaps, another interactive
session with stakeholders.    This obviously conflicts with what I have just
said in the previous paragraph.   We will have to discuss the matter in MdR.

 

The third idea concerns the location of the other meetings.   Some
stakeholders have expressed the view that to stress the international
dimension of the review process the RT should meet in various parts of the
world.   There is obviously some merit in this position, but we also have to
be practical.   In any case, if we wanted to meet in another region to
accede to this request, we would have to make it "visible" by holding at
least an interactive session of the type of the one being planned for June
in Brussels.  

 

If we wanted to go in this direction what are the possibilities?  The
situation so far is :

1st meeting next week in MdR (North America)

2nd meeting in June in Brussels (Europe)

3rd meeting, in September either in North America or Europe depending on our
decision on the two alternatives I have outlined before.

5th and final meeting already set for Cartagena, during the ICANN meeting
(Latin America).

This only leaves the fourth meeting, in November according to LS proposals,
with on open venue.   Could this take place in Asia or Africa?  (I know of
the existence of a fifth continent, but I believe that the two I have just
mentioned are more important in symbolic terms).   What are the practical
possibilities?  We will need to spend a few minutes on this issue as well.
