It was also good to see the GAC has re-formattted the Communique- never designed to be an instrument for passing advice to the Board on maters of public policy interest to Governments - and is now setting out some parts of it that are clearly advice.

It appears that the ATRT report has already begun to help stimulate some useful reforms.
