[AT-Review] Accountability and Transparency: Test

Hi Peter  this is just a test of a simple survey  that  Ralph at Big Pulse
(who are professionals at all this) put together for me for us to look at as
an option/ adjunct to the other methods we are using for data collection.
 They are all based on the questions to the Community from our Call
for Public Comments set...  We can make them whatever we want (or not use
the tool at all)  but it is only with a graded response  tool that we can
get metrics to measure change from opinions /views held now to compare with
those collected  in the future (using same or different tool)...  I have
c.c'd back to the list as I suspect you questions will also be being asked
by others and we can perhaps discuss more at tomorrows teleconference if
time in the Agenda can be found;  That said in answer to your other
points...

Are they intended to be final?  No
Who compiled them, and with what goals?  See above
Who selects those answering? By what method?  ATRT can  or we could use
methods that the survey experts can advise us of as Big Pulse does do public
polling and offers many levels of service; But as the audience needs to know
ICANN rather than be 'man in the street'   I believe our normal ICANN
outreach methods would do just fine if we choose to use the tool...
Are they weighted according to any factors, such as whether they form part
of the ICANN community - and if so which part? No they are not in this test
set, but certainly can be; Again  we can decide or take advice from experts.
