[AT-Review] Draft response to Board subcommittee; contract; letter to Rod

I shall abstain from approving this in all the circumstances.
I look forward to the materials being finalized and being sent to the Board WG care of Rita Rodin.

I am encouraged by the wording of the contract, which seems to allow for discussions by the ATRT with 
Berkman about the performance of the work to meet the RFP.

I look forward to this moving forward.
