[AT-Review] WG 1 Draft with first cut recommendations

Thanks Chris, to you and Team 1for this work.
 
I know that you consulted with Dennis Jennings as Chair of the BGC about the board skill sets issue.
He may have referred you to the process developed by the BGC to solicit information from the board via committee chairs, for incorporating into advice to go to the Nom Com.
Here is the email that Board Committee chairs got on 7 May 2010:

Dear Committee Chair,

As you may know, the BGC is overseeing efforts to gather information from the various board committees about the skill sets the committees would suggest that the NomCom consider when making selections for Board members.  Once that information is gathered from the committees, staff will, on behalf of the BGC, compile and provide the information to Peter as the Board chairman to communicate with the NonCom chair.

Accordingly the BGC is asking you to identify those skill sets that you would consider beneficial to the organisation, and to the committee that you chair.  The goal is to have your suggestions before the May Retreat (date) so that the material can be packaged for Peter  (and for any discussion that Peter may decide to have on this topic at the Retreat) and so that Peter can communicate with the NomCom chair after the Retreat.  If you have any thoughts or suggestions on the skill sets, please feel free to respond to this e-mail with your suggestions to me, and/or to <Secretary at icann.org>

There was an objection from one committee chair about the proposed process, which appears to have prevented this mechanism from working on this occasion.
I mention this to make it clear that there is no opposition to the principle of collaborating with the Chair of the NomComm on this issue.
Some effort has been made to create a workable process to achieve this, taking into account the board's stated sensitivity about encroaching on the independence of the NomCom in making its choices.

I think you might also find it helpful to further review the public comments filed in response to the Boston Consulting Group's report, especially the widespread and high levels of opposotion to many of its recommendations, particularly in relation to reducing the size of the board.

Finally
I am not sure what this means:
"With only a few exceptions, the vast majority of the Board’s deliberations are based upon organisational conventions. Significant policy issues are identified and determined based upon the practices established over time, not according to codified procedures or requirements. "
