Dear all, dear Brian,

many thanks for version 10.  It does indeed take into account all my concerns.   Thanks for the effort.

Just a small point for your consideration (but you have my agreement on version 10 even with its present text): in the first recommendation of section 4 should we not be saying "a possible restructuring of the three mechanisms" instead of "the restructuring of the three mechanisms"?
