[AT-Review] Work of WG 3. Warren's concerns

I share Warren's concerns, but we must find an answer that ensures that all relevant issues are discusssed.   

At present, the remit of WG 3 looks very much like a "catch all" one.  I accept also that it might be necessary to refocus it to ensure good quality output.  However, this should not result in some issues falling by the wayside.

In the remarks that I sent out some hours ago (the references to yesterday, last night, this morning lose sense in our environment) I raised some issues (staff, budget) which might fall under WG 1 or WG 3. It is fine if WG 3 drops them, but they should still be dealt with in the final report and we should be requesting Berman's input on them as well.   How?
